2 1/2 c white sugar divided 2 c flour 14 Tablespoons cocoa powder divided 4 teaspoons baking powder 1/2 teaspoon salt 1 cup milk 2/3 cup butter melted 3 teaspoons vanilla 1 cup brown sugar 2 1/2 cup hot water

In medium bowl, combine 1 1/2 cup sugar, 2 cups flour, 6 Tablespoons cocoa, 4 teaspoons baking powder and 1/2 teaspoon salt. Blend in 1 cup milk, 2/3 cup melted butter and 3 teaspoons vanilla. Beat until smooth. Pour batter into a 9 x 13 pan. In small bowl, combine remaining 1 cup white sugar, 1 cup brown sugar and 8 Tablespoons cocoa. Mix well. Sprinkle the mixed sugars and cocoa evenly over the batter in the pan. Pour 2 1/2 cups hot water over the top of everything. DO NOT STIR! Preheat oven to 350*. Bake 40-45 minutes or until center is almost set. Let sit 15 minutes. Spoon into bowls and top with ice cream.
